The arbitral tribunal shall have jurisdiction to rule on its own jurisdiction, and on the existence and validity of the arbitration agreement. If it rules that it has no jurisdiction on a particular request or that an arbitration agreement is non-existent or null and void, it shall immediately issue an award accordingly before entering into the merits of the dispute.
The arbitral tribunal shall also have jurisdiction to rule on any other issue covered by the arbitral agreement that arises during the arbitration and before the award is issued.
Without prejudice to any contrary provision of the substantive applicable law, the arbitral tribunal shall have the power, apart from adjudicating the claim, to order the exercise, restraint or forbearance of a particular act, or any appropriate measure to secure the right or to provide provisional relief.
